They can be applied and removed.

They will disappear if the player RELEASEs their soul after dying.
(It is an item that you wear but the WEAR and REMOVE verbs and messaging are special: the object self-deletes when removed.)

Set the object's full/LOOK description to the article/descriptor/name (exactly three words) of the tattoo, makeup, etc. when it's actually worn. Likewise, set the object's READ description to the short description of the tattoo when it's worn. See the above example.

Set the charges to the number of times the dispenser can be used. A value of 0 will cause the dispenser to never run out. Pricing depends on number of applications and extravagance of the item, as typical. With multiple uses, the cost is greater.

Typical Pricing:

face glitter = 1,000 gold (20 - 25 uses)
face paint = 50 - 250 gold (single use)
tattoo = 10,000 to 50,000 gold (1-3 uses)
